  • Sectors that can apply: Manufacturing, catering, healthcare, construction, architectural and engineering activities, information technology, waste management, energy production from renewable sources, etc.

The program finances costs for:

  • acquisition of machinery, facilities and equipment, representing fixed assets (FIXED);
  • acquisition of specialized software for the production process representing a long-term intangible asset (LIA);
  • costs for construction and installation activities (C&I) related to investments in SME diversification;
  • costs for renting office premises – up to 10% of the total eligible costs of the project;
  • costs for purchasing land – up to 10% of the total eligible costs of the project
  • costs for services necessary for the development of new products/services – up to 20% of the total eligible costs of the project;
  • costs for technical assistance in support of start-ups.

Depending on the region in which the project is implemented, the type of enterprise and the aid regime, companies may receive grants as follows.

For the districts of Kyustendil and Pernik:

  • for micro and small enterprises – from 40% to 100%
  • for medium-sized enterprises – from 30% to 100%

For municipalities in the district of Stara Zagora and additional municipalities related to the Maritsa basin:

  • for micro and small enterprises – from 70% to 100%
  • for medium-sized enterprises – from 60% to 100%

The maximum amount of aid for micro and small enterprises is 500,000 leva, and for medium-sized enterprises 1,000,000 leva. The minimum value of the grant is 50,000 leva.

Basic steps after approval for financing PV for households

Conclusion of a contract for the financing of photovoltaics for households

The first step in the process is to conclude a contract for the financing of photovoltaics for households with the relevant monitoring and reporting structure under the program, namely the Ministry of Energy. Expect to receive a model declaration for signature and a new certificate of absence of obligations from the municipality. Once you return these documents, they will send you a contract to sign.

Changes to the initial PV offer for households

Any changes to the original quotation for the supply and installation of equipment will be set out as an annex to this contract. Renewed offers must be at the same price and technical parameters or better price (while maintaining technical) or technical (while maintaining price) parameters. Changes to the budget of the contract, leading to an increase in the initially agreed percentage and amount of the grant funding, are inadmissible.

Implementation of the project for a photovoltaic system for households

Payment Request and Report for Household Photovoltaics:

  • For photovoltaic systems that have already been built before submitting a financing proposal, a request for payment and a financial-technical report should be submitted within 1 month after concluding a financing contract.
  • For systems that will be implemented after the conclusion of the contract, these documents shall be submitted within 1 month after the deadline for project implementation specified in the financing contract.

The duration of implementation of each project should not exceed 18 months, counted from the date of entry into force of the contract.

Financing photovoltaic systems for households with own funds

Each household initially finances the construction of the system with its own funds, subject to the terms of the financing contract and the budget of the approved financing proposal. Grant funding will be provided after the investment is completed and based on an approved final payment request. The Ministry of Energy makes the payment within 30 days from the date of receipt of the request for payment, and in the cases provided for in the general terms and conditions of the contract, this period may be suspended.

Necessary documents to prove construction

The required documents regarding the construction of the systems are:

  • receipt-handover protocol, in which the name and certificate number of the person who performed the installation shall be indicated;
  • declaration under Art. 151, para. 10, sentence two of the Law on Territorial Development, signed by the home owner and the system contractor;
  • evidence that the declaration was notified to the chief architect of the municipality and the operator of the relevant electricity distribution network;
  • invoices for delivery and installation of the equipment;
  • payment documents: receipts or a copy of a payment order.

Maintenance and obligations of the beneficiary of photovoltaic systems for households

Within a period of 5 years from receiving the funding, the beneficiary is obliged to maintain the system and, accordingly, not allow: termination of the production, consumption and storage of electrical energy, ceding and/or leasing of the system to third parties. The beneficiary is obliged to use the home in which the system is installed only for residential needs and that there is no registered legal entity at the address of the home.

Transfer of property ownership

In case of transfer of ownership of the property in which the system is installed, before the expiry of 5 years from the date of receipt of the financing, the beneficiary undertakes to ensure the consent and signature by the new owner of a contract/contractual clause with which the new owner is obliged to fulfill the terms of this contract for the remainder of the term.
